Document Description
The Water Exchange Agreement (Project) will allow for the exchange of 3,000 acre-feet of available State Water Project (“SWP”) water from CLAWA to SBVMWD in calendar year 2023 in exchange for delivery of 1,500 acre-feet of SWP water from SBVMWD to CLAWA no later than the end of 2033. Water exchange between CLAWA and SBVMWD and SBVMWD and CLAWA will occur through existing facilities (pipelines). No facilities will be constructed to achieve the water transfers. Water will be used within each agency's service area.

Reasons for Exemption
The project is exempt under Class 1 because it consists of the transfer of water through existing facilities. The project will not involve changes to the existing operation of facilities or changes to existing use of use of CLAWA and SBVMWD’s existing facilities. Rather, the water exchange will involve the exercise of CLAWA and SBVMWD’s existing right to SWP water, and the transfer of said water between CLAWA and SBVMWD pursuant to the terms of the Agreement. As a result, the exchange will consist merely of the continued operation of CLAWA and SBVMWD’s existing facilities and the use of those facilities to temporarily transport water to a different location.
