Document Description
To authorize an existing irrigation facility which includes a waterside pumphouse, 8-inch diameter up-and-over pipe, electrical conduit, siphon breaker with protective housing on the landside hinge, landside concrete standpipe and service pole. This facility was previously authorized along with two additional encroachments under Permit Number 15104 (March 29, 1989) with USACE concurrence (November 21, 1988), while having separate ownership. This facility is also identified in USACE Sacramento O&M Manual, Unit 2, May 1963 (Revised December 29, 2016) as an 8-inch pipe at LM 2.69. This is also a name change permit and includes conditions that are consistent with current flood control standards and policies of the Central Valley Flood Protection Board.

Reasons for Exemption
Board staff has determined that the project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA Guidelines § 15301), because the activity consists of permitting existing facilities including: a waterside pumphouse, 8-inch diameter up-and-over pipe, electrical conduit, siphon breaker with protective housing on the landside hinge, landside concrete standpipe and service pole. No expansion of existing or former use will occur. Further, none of the exceptions to the exemption in CEQA Guidelines § 15300.2 apply. Board staff has also determined that an application to change the name of the permittee does not have the potential to result in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and thus, is not a “project” for purposes of the California Environmental Quality Act (Public Resources Code § 21065; CEQA Guidelines § 15378(a)).
