Document Description
The project proposes a Conditional Use Permit (CUP} to convert an existing, 1,513 square-foot, two-story building to a new Cannabis Outlet/facility, on a 0.12-acre site. Furthermore, the project proposes tenant improvements that include interior alterations and minor site improvements. No changes to the building footprint are proposed. The project is in the IS-1-1 (Industrial-small scale) Zone of the Midway-Pacific Highway Community Plan, Coastal Height Limitation Overlay Zone, Parking Standards Transit Priority Area, Transit Priority Area, Transit Area Overlay Zone, Prime Industrial Lands, Redevelopment Districts, Residential Tandem Parking Overlay Zone, Airport Land Use Compatibility Overlay Zone, Airport Influence Area (San ·Diego International Airport (SDIA) and NAS North Island, Review Area 1 and 2), 75+ Airport Noise Contours (CN EL), Airport Safety Zones, Airport Approach Overlay Zone (SD IA), and the Federal Aviation Administration (FM) Part 77 Notification Area (SDIA and NAS North Island). The community plan designates the site as Urban Industrial.

Reasons for Exemption
The City of San Diego conducted an environmental review that determined the project would not have the potential to cause a significant effect on the environment. The project meets the criteria set forth in CEQA Section 15301 which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing facilities (public or private), involving negligible or no expansion of former use. The proposed project to convert a two-story building to a Cannabis Outlet in an existing building is not an expansion of former use. In addition, the exceptions listed in CEQA Section 15300.2 would not apply.
