Document Description
The Sierra Nevada Conservancy (SNC) amended grant agreement #1549 with Feather River Resources Conservation District (Grantee) to allow funds originally granted for tribal participation/monitoring to be used to support tribal workforce training through participation in the Plumas Prescribed Fire Training Exchange (Plumas Cal-TREX), a weeklong prescribed fire training class. This training would build capacity of a local indigenous workforce operating in SNC’s Northeast Subregion. Plumas Cal-TREX was established in 2020 as a way to build local prescribed fire capacity while training the next generation of fire practitioners. Plumas Cal-TREX is a one-week immersive program in which participants learn a wide range of skills related to the application of beneficial fire for ecological restoration. It is an annual event in Plumas County to train local fire practitioners on different aspects of beneficial fire. This includes pump operation, hand tool usage, language used on the fireline, smoke management, burn plan conceptualization, permitting, approaches to thinning, restoration, and more.

Reasons for Exemption
These activities are exempt under the commonsense exemption under Section 15061, subd. (b)(3) of the CEQA Guidelines which states that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This grant amendment would support tribal member participation in an already-established training program. The funds would not go directly towards design or implementation of the training; neither SNC nor the Grantee have discretion over the existing training program. Therefore, it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.
