Reasons for Exemption
The project is exempt pursuant to CEQA Guidelines section 15060(c)(2) in that the action will not result in a direct or foreseeable indirect physical change in the environment; and section 15061 (b)(3) in that the action has no potential to cause a significant impact on the environment because the project is a minor subdivision consistent with the Countywide Plan and zoning for which an EIR (SCH #2017101033) was certified. Furthermore, although the project is for a proposed tentative parcel map subdivision with no development proposed, a General Biological Resources Assessment (BRA) was conducted on the project site to evaluate for the presence of biological resources. The BRA concluded that the project site contains sensitive species regarding the Western Joshua tree (Yucca Brevifo/ia), Harem cactus (Echinocactus po/ycephalus), Silver cholla (Cy/indropuntia echinocarpa), Desert tortoise (Gopherus agassizi1). Therefore, future development of individual, or all parcels within the tentative parcel map will be conditioned, as listed in the Composite Development Plan and Conditions of Approval, to adhere and comply with all listed recommendations contained in the BRA regarding the protection of these sensitive species.
