Reasons for Exemption
In accordance with the California Environmental Quality Act (CEQA), the proposed ordinance has been deemed to be exempt from further environmental review as there is no possibility that the proposed ordinance would have a significant impact on the environment pursuant to State CEQA Guidelines Section 15061(b)(3). The proposed ordinance amends the operational requirements of massage establishments in Title 5 (Business Licenses & Regulations) and updates the definition of Accessory Dwelling Unit (ADU), modifies planning and zoning approval authority, clarifies flagpole height limit, clarify permitted land uses in Open Space (OS) Zoning, implement parking garage standards, implement State ADU laws and other non-substantive typographical corrections within Title 17 (Zoning) of the Temecula Municipal Code. The Ordinance does not permit any physical changes to the environment and no construction of any kind will occur due to the passage of this Ordinance.
