Reasons for Exemption
The project is consistent with the policies of the Single-Family Medium (SFM) General Plan land use category, and the regulations of the Single-Family Residential District, subject to the waivers and concession authorized pursuant to the State’s density bonus law. At 2.03 acres, the project site is less than five acres in area, is located within the city limits, and is surrounded by urban uses consisting of existing single family homes. The project site contains two existing single family homes; and has no value as a habitat for endangered plant or animal species, as outlined in the Biological Resources Analysis Report prepared by Olberding Environmental, dated June 2022. The project includes 17 new single family homes on underutilized parcels in a single family neighborhood. Because of the small size of the development, it will not generate any significant effects related to traffic, noise, or air quality. The project site is currently served by all utilities including gas, electricity, sewer, water, storm drain, and communications.
