Section 15332 In fill development Class 32. The project is consistent with applicable general plan designation and policies as well as applicable zoning designation and regulations. The project occurs within city limits and the project site is no more than five acres. The project site has no value as a habitat for endangered, rare, or threatened species. The approval will not result in any significant effects relating to traffic, noise, air quality, or water quality. The site can be adequately served by all required utilities. And Section 15303 New Construction Class 3. Involving a store, motel, office, restaurant, or similar structure not involving the use of significant amounts of hazardous substances, and in urbanized areas, the exemption applies for commercial buildings not exceeding 10,000 square feet of floor area on sites zoned for such use and not involving hazardous substances where all necessary public services and facilities are available, and the surrounding area is not environmentally sensitive.
