Document Description
The purpose of the project is to improve a public trailhead access to the City's Sunny Brae Forest at Margaret Lane. The new 150’ trail segment within the City's right-of-way will allow for equestrians, bicycles and hikers with strollers to choose to bypass a steep concrete stairway in order to access the Arcata Community Forest trail system. The new segment will provide for a safer alternative for pedestrians, equestrians and cyclists to enter the public road right of way. The project will benefit recreational users and the immediate neighborhood by improving access to existing trails from public road.

Reasons for Exemption
The Margaret Lane Trailhead Improvements involves minor improvements to an existing trailhead which will facilitate improved access to an existing trail system for cyclists, equestrians and pedestrians. The project project qualifies for an exemption under Class I Existing Facilities (CEQA Guidelines Sec. 15301 (c)) due to the alteration/addition of a bicycle facility on an existing facility and also under Class 4 Minor Alterations to Land (CEQA Guidelines Sec. 15304 (c) (h)), which allows for the minor alterations in the condition of land that does not affect major vegetation or sensitive habitats.
