The project site is In the CO-2-2 (Commercial Office) Zone within the Mission Valley Community Plan, Community Plan Implementation Zone A, Hillside Sub district, Parking Standards Transit Priority Area, Transit Priority Area, Very High Fire Hazard Severity Zones, Airport Influence Area (Montgomery Field Airport (MFA) and San Diego International Airport (SDIA), Review Area 2), Airport Land Use Compatibility Overlay Zone (MFA and SDIA), and the Federal Aviation Administration Part 77 Notification Area (SDIA, MFA), The community plan designates the site as commercial.

The City of San Diego conducted an environmental review that determined the project would not have the potential to cause a significant effect on the environment. The project meets the criteria set forth In CEQA Section 15301 which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, Involving negligible or no expansion of existing or former use. Since the project would not substantially expand the use and only minor improvements are being made at the project site the exemption Is appropriate. In addition, the exceptions listed in CEQA Section 15300.2 would not apply.
