Document Description
Provide enhanced crosswalk features at one uncontrolled crossing at the intersection of De La Vina Street & Pedregosa Street. Enhancements include curb extensions and signs/markings to increase pedestrian visibility and decrease crossing distances. Curb extensions improve sight lines for pedestrians and drivers around parked vehicles and reduce pedestrian exposure to moving vehicles by shortening the street crossing distance. In addition, streetlighting will be installed to improve pedestrian nighttime visibility. Pedestrian crossing signs as well as thermal crosswalk marking will be installed to this project.

Reasons for Exemption
CEQA Guidelines Section 15301(c), Existing Facilities. Minor alteration of existing public facilities involving negligible or no expansion of existing use, including existing streets, sidewalks, gutters, bicycle lanes, and similar facilities (this includes road grading for the purpose of public safety) for the minor extension of curb lines, and safety enhancements for pedestrians. Although the Project is located within the Prehistoric Watercourse buffer and historic structures are adjacent to the Project end limits, nearby Archaeology reports did not result in any findings and there is a low likelihood of artifacts being present. All work proposed is located with area that have been previously disturbed to the same depth and area of disturbance, therefore, the potential impact to cultural resources is considered less than significant. The proposed above groundwork consists of curb extensions, new sidewalk, new street lighting and ADA compliant ramps. Pedestrian signage and crosswalk markings are also proposed. The visual impact from this Project will be minimal as the majority of the project consists of replacing existing conditions. All components are in conformance with the El Pueblo Viejo District design guidelines. It is not anticipated that the aboveground features will have an impact on visual resources. In conclusion, the Project includes minor extension of curb lines, safety enhancements for pedestrians, and does not result in an expansion of use or increase in capacity. Project is not anticipated to result in any significant impacts towards the environmental resources, therefore, the Public Works Department recommends that the Case Planner consider this Project as exempt, as defined in the CEQA review process classified under the Categorical Exemption Section 15301 Existing Facilities Class 1 (c) of the CEQA Guidelines.
