Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration
Agreement number EPIMS-HUM-14896-R1C, pursuant to Section 1602 of the Fish and Game Code to Mr. Robert
Dewberry.
The project is limited to nine encroachments. Two encroachments are to remediate unauthorized activities
including water diversion and planting of fish. Work will include removal of diversion infrastructure and
implementation of an approved aquatic species removal plan. The other seven encroachments are to upgrade
existing unpermitted stream crossings and pond spillways. Work will include excavation, culvert removal and
replacement, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion.

Reasons for Exemption
The project will permit remediation of existing stream crossings, water diversions and introduced fish, involving some minor alterations to land. The authorized work is associated with resolution to a notice of violation for illicit cannabis cultivation activities documented on July 20, 2020. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
