Section 15301 exempts the minor alteration of existing public facilities involving negligible expansion of use (such as modification of existing streets and sidewalks) and allows the addition of safety devices in conjunction with existing facilities. All work is to be done within existing rights of way on fully developed streets/sidewalks and will result in only minor alterations to the rights of way. All improvements are health and safety protection devices and will increase public safety for pedestrians
