Document Description
The Los Angeles Department of Water and Power (LADWP) is proposing to permanently install sand fence around the Dust Control Areas (DCAs) T1A-3 and T32-2 on Owens Lake. Sand fence acts to intercept and trap sand mobilized by wind. New sand fences will be constructed using four-foot-tall, 50 percent porosity, UV-resistant mesh tan-colored material. A second row of Sand Fence (approximately 300 linear) would be installed around DCA T32-2, located at an offset of approximately twelve feet from the existing row of Sand Fence. A double rows of new sand fence will be installed at T1A-3. A double row of sand fence (offset of approximately twelve feet, approximately 9,320 linear feet total) installed along the entire perimeter of the western gravel area. Double row of sand fence (offset of approximately twelve feet, approximately 19,920 linear feet total) installed along the western border of the T1A-3 area. Installation will consist of driving T-posts four feet into the ground on five-foot centers and shall be set vertically. Sand Fence fabric shall be secured to T-posts by placing the fabric between the T-post and the dowel. Sand fence will be inspected for damage throughout the dust season and after large wind events. Maintenance will be performed as needed to replace torn fencing to minimize areas of sand intrusion and prevent any litter accumulation on the lakebed. Ground disturbance activities would be monitored by qualified tribal monitors as a precautionary measure.

Reasons for Exemption
In accordance with the California Environmental Quality Act, this project is Categorically Exempt from CEQA review pursuant to Section 15303, Class 3. Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The numbers of structures described in this section are the maximum allowable on any legal parcel. Examples of this exemption include, but are not limited to Accessory (appurtenant) structures including garages, carports, patios, swimming pools, and fences. The proposed project meets the requirements of these exemptions; therefore, no further CEQA review is required.
