Document Description
The purpose of the East Coachella Valley Supply Plan Update and Consolidation Planning Project (Project) is to update the East Coachella Valley Water Supply Plan and advance water consolidation projects in the East Coachella Valley (EVC) by completing the planning, environmental, and design work and pursuing funding to allow for the future consolidation of approximately 33 small water systems (SWS) into Coachella Valley Water Districts (CVWD) potable water system to improve water reliability and potential safety of water supply. The Project consists of submitting a Drinking Water State Revolving Fund planning grant application for its EVC Water Consolidation Planning Project to further progress the critical water consolidation efforts for SMS in disadvantaged communities within the Eastern Coachella Valley. In the ECV region of CVWD's service area, there are several rural communities that are not connected to CVWD's potable water system. Local groundwater supplies of several of the privately-owned SWS are not connected to CVWD's potable water system in the EVC region and have shown elevated concentrations of arsenic and other constituents that are currently regulated or may be regulated in the near future.

State CEQA Guidelines §15061 (Review for Exemption): A Project is exempt from CEQA if the activity is covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. State CEQA Guidelines §15262 (Feasibility and Planning Studies): a project involving only feasibility or planning studies for possible future actions which the agency, board, or commission has not approved, adopted, or funded does not require the preparation of an EIR or Negative Declaration but does require consideration of environmental factors. A statutory exemption allows for the preparation of planning studies for possible future actions which the Board of Directors has not approved, adopted or funded and does not require the preparation of an EIR or Negative Declaration but does require consideration of environmental factors.
