Reasons for Exemption
The adoption of the 2021-29 Housing Element is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant impact on the environment, the activity is not subject to CEQA. To the extent that the adoption of some portions of the 2021-29 Housing Element constitutes a project under CEQA, the update makes minor changes to the previous Housing Element. None of these changes have the potential to adversely affect the physical environment, as they merely require adherence to state law requirements necessary to bring the Housing Element to conformance to state law.
