Document Description
WCB, on behalf of CDFW, proposes to grant a soil nail easement to the Jamul Indian Village of California (Tribe) under CDFW’s Rancho Jamul Ecological Reserve (Reserve) allowing the Tribe to construct, use, maintain, and repair an underground soil nail system, along with buffer zones, beneath the surface of the Reserve, in an area extending a total of eighty (80) feet from the property line between the CDFW property and tribal property, and at a depth beginning four (4) feet below the surface and extending to a depth of approximately fifty (50) feet to one hundred thirty (130) feet below the surface, depending on the surface elevation and slope. The Tribe proposes to use approximately 120 long soil nails to secure below grade walls. These long soil nails would range from approximately 15 to 35 feet in length and would extend up to approximately 30 feet (measured horizontally) into the Reserve. WCB Project Tracker ID: 2022105

Reasons for Exemption
All activities associated with placement of the soil nails would occur on property held in trust by the United States of America for the Jamul Indian Village, a federally recognized sovereign tribe, and below the existing grade; but, the nails themselves would extend into the Reserve. These nails will be permanent features of the Project, are below-ground, have no impact on above ground resources, and are minor alterations.
