Document Description
The City action is the purchase of a 225 square foot easement at the Los Guilicos campus located at 7425 Los Guilicos Road, Santa Rosa, CA from the County of Sonoma. Previously, County granted City a fifteen-foot (15 ft.) wide easement for the construction, improvement, maintenance, and repair of a public water main pursuant to that certain Easement Deed recorded May 2, 1991, as Instrument No. 1991-0040088 ("Existing Water Easement"). Within the 225 square foot easement City seeks to purchase, City will install fire suppression infrastructure, including a fire hydrant and associated underground structures, and fixtures necessary and appurtenant, which is to be served by and will expand the beneficial use of the Existing Water Easement.

Reasons for Exemption
The acquisition of a permanent easement is exempt pursuant to the common sense exemption in CEQA guidelines Section 15061(b)(3) and would not have an impact on the environment and pursuant to CEQA Guidelines Section 15282(k) the subsequent project consists of the installation of new pipeline as set forth in Section 21080.21 of the Public Resources Code. Also, the project consists of a minor alteration to an existing public facility and construction, and it is exempt under CEQA Guidelines Section 15301. Additionally, the project is exempt under CEQA Guidelines Section 15303(d), which consists of the location of limited numbers of new structures, such as utility extensions.
