The project Is exempt because It would (1) modify parking rates for the purpose of meeting operating expenses of the District, meeting financial reserve needs and requirements of the District, and not to obtain funds for capital projects for expansion of systems; (2) operate, repair, maintain, and minorly alter an existing structure with negligible or no expansion of the existing or former use; (3) minorly alter a pier and would not involve the removal of healthy, mature, scenic trees: (4) remedy a pending enforcement action from the Coastal Commission; and (5) be a public gathering space.
