Document Description
The project site consists of the removal and replacement of antennas, the retention of existing antennas, and addition of new antennas that will be mounted within the existing storage building. The project has minimal impact on the surrounding area and necessary utilities are already available to the site. Currently, there are a total of nine (9) antennas on the subject site. The proposed use involves removing and replacing six (6) antennas, retaining three (3) antennas, and adding three (3) antennas, for a total of twelve (12) antennas, at an existing wireless communication facility located on the subject property. The new antennas would be placed in the previously entitled locations. This will result in minimal impact to the existing onsite and nearby land uses.

Reasons for Exemption
The proposed project is exempt under State CEQA Guidelines Section 15301 - Existing Facilities, which is a Class 1 exemption. Class 1 exemptions, “consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use”. As stated above, the proposed project consists of a request by AT&T for approval of a Plot Plan to remove and replace panel antennas and other associated equipment to their existing wireless cell facility mounted within an existing storage building. The project would involve a negligible expansion of the existing use of the cell facility, but would not affect the use or function of the existing building.
