Along the south side of 5th Street, approx. 130 feet west of the Veterans Parkway alignment, along the water tower building frontage, scope consists of replacing an existing drive approach, an existing curb and gutter, reconstructing sidewalk, removing and installing a chain link fence, installing a chain link fence rolling gate, adjusting existing electrical vaults to finished grade, installing decomposed granite, installing landscaping, and installing park picnic tables, benches and trash cans.

Reasons for Exemption
The California Code of Regulations includes guidelines for implementation of the California Environmental Quality Ad (CEQA). Article 19 of the Guidelines addresses Categorical Exemptions for certain types of projects. These guidelines contain a list of classes of projects which have been determined not to have a significant effect on the environment and which may be exempt from the provisions of CEQA. The proposed project is categorically exempt from CEQA under Section 15301 Existing Facilities, 15303 New Constr. or Conversion of Small Structures, 15304 Minor Alterations To Land. The project consists of various activities which are exempt from CEQA per Section 15301, 15303 and 15304.
