Document Description
The 3167 Garden Highway Utility Pole Project (Project) consists of the installation of a new 50-foot utility pole at the southeast corner of the existing single-family home. The pole will be inserted 7 feet below grade resulting in a 43-foot-high utility pole above grade. The purpose of the new pole is to provide new electric service to the new single-family home.

Reasons for Exemption
SMUD has reviewed and determined that the Project is categorically exempt from the provisions of CEQA pursuant to Section 15303 (New Construction or Conversion of Small Structures). Section 15303 states that “Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Section 15303(d) includes water mains, sewage, electrical, gas, and other utility extensions, including street improvements of reasonably length to serve such construction. Thus, the Project consists of the installation of a new utility pole that would provide electric service to the new single-family residential home via extension of a new overhead utility line from an existing electric service line located across Garden Highway to the east. SMUD has reviewed the proposed Project and did not find any evidence that special circumstances exist that would create a reasonable possibility that the proposed Project will have a significant adverse effect on the environment. Therefore, the proposed Project qualifies for the exemption under State CEQA Guidelines Section 15303.
