Document Description
The proposed project plans to rehabilitate up to 123.321-miles of various roads within the County. The proposed scope of work includes blowing out existing cracks within the road's pavement, sweeping the surface of the roadway, and filling the cracks with a bituminous sealant. Additional work such as placing asphalt patching on the roadway may occur as needed. Please see Attachment A for various maps and Attachment B for a location list of the various roadways. The proposed roadways are showing signs of distress and road rehabilitation is necessary to extend the lifespan of the various pavements. The proposed scope of work would prevent additional water erosion from seeping into the asphalt or intrusion of incompressible materials from entering the cracks. All work is anticipated to occur within the existing right-of-way. Utility relocation is not anticipated. The general depth of excavation will be up to 3 feet. No road closures or off-site detours are anticipated. These roads are showing signs of distress such as alligator, block, longitudinal, and transverse cracking. The County's Pavement Management System indicates that seals would extend the useful life of these roads. Reasons for Exemption
The subject application proposes to repair and maintain existing public right-of-way facilities to extend the useful life of the right-of-way. Work is confined to the existing right-of-way and will not affect any structures. The project will comply with all rules and regulations for air quality established by the San Joaquin Valley Air Pollution Control District and noise established by the Fresno County Noise Ordinance.
