Document Description
In 2015, due to approx. two decades of severe erosion of the embankments of Altamira Canyon Creek resulting from high storm flows, the applicant installed gabion baskets along the eastern bank of the creek and along the northern bank of an unnamed drainage to prevent further loss of property and protect the animals in the equestrian facilities abutting the drainages. The gabions were installed without proper permits from the USACE, CDFW, and LARWQCB. Subsequently, a notice of violation for failure to obtain a Section 401 Water Quality Certification was issued. The property owner was directed to conduct required biological and engineering studies to support the regulatory permitting process. Accordingly, the applicant proposes the removal of most of the existing gabions, foundation, grout, and grouted stones that were installed; restoration of the exposed channel bank; removal and restoration of channel protection; repair of any surface slump; reinforcement of a section of the slope with erosion control mats, riprap, and earthen fill; and habitat restoration.
