Document Description
The project will transfer ownership of approximately 3,156 acres in approximately 86 parcels from the Anza-Borrego Foundation (ABF) and potentially approximately 640 acres in one parcel from a private seller to be added to Anza-Borrego Desert State Park (ABDSP) for permanent protection of these precious lands in perpetuity and for the benefit of the people of California. The project involves no development, no ground disturbance, and no changes to land use. Many of the ABF parcels have been managed by California State Parks under a continuously updated lease agreement first executed April 25, 2014.

If the project is implemented as indicated within the project description including comments provided by CDPR staff, then it is exempt under CEQA §15316 – Transfer of Ownership of Land and §15325 –Transfer of Ownership of Interest in Land to Preserve Existing Natural Conditions and Historical Resources. The action falls under the Departmental List of Exempt activities according to CEQA §15300.4 as: • Transfer of Ownership of Lane in Order to Create Parks (Class 16, Section 15316); and • “Transfers of Ownership of Interest in Lands to Preserve Existing Natural Conditions and Historical Resources (Class 25, Section 15325)
