Document Description
The project is limited to the repair of Trout Gulch Road at PM 1.85, 1.90, & 3.03. At Trout Gulch Road PM 1.85, the stream bank will be reconstructed with vegetated soil wraps and vegetated rock slope protection (RSP). The RSP voids will be filled with topsoil and vegetated with willows placed in sono-tubes. At Trout Gulch Road PM 1.90 and PM 3.03 the stream bank will be reconstructed with vegetated RSP following the same technique as PM 1.85. Work at all three project locations will include the removal of debris and failed road material consisting of five or less cubic yards per site. No trees will be removed, and the work is planned for the summer when Trout Creek is dry.

Reasons for Exemption
This Project involves repairs to an existing public roadway for the purpose of improving public safety and involves no expansion of existing use. On January 23, 2017, Governor Brown declared the storms that hit California in December of 2016 and January of 2017 created a state of emergency in Santa Cruz County. This project will repair failures along Trout Gulch Road that occurred during and as a result of the declared emergency.
