Document Description
To authorize an existing multi-segment, 25-span, 735-foot-long, single-track railroad bridge spanning the Kern River Designated Floodway. To retrofit existing bents B10 and B11 within Segment B of the bridge, which consists of a 16 span, 480-foot-long deck plate girder-ballast deck structure located along the left (east) overflow bank of the river. The retrofit to be done by drilling eight (8) 10-inch diameter holes around the existing pier footing, with a driven 9-5/8-in diameter steel casing at the top 6-feet and filling the shafts with grout. The micropiles will be embedded in a reinforced concrete ground collar surrounding the existing pier footing. A sacrificial micropile and temporary rockfill causeway will be removed after construction.

The Board’s approval involves issuing an encroachment permit for replacement of an existing railroad bridge that is related to the institution or increase of passenger or commuter service of rail lines already in use, which is exempt under the statutory exemption of the Public Resources Code Section 21080(b)(10) and CEQA Guidelines Section 15275(a). In addition, the project is exempt from CEQA under the Class 2, Replacement or Reconstruction (CEQA Guidelines §15302), because the activity consists of replacement and reconstruction of an existing structure in the same location and will have substantially the same purpose and capacity as the replaced structure. Further, none of the exceptions to the exemption in CEQA Guidelines §15300.2 apply.
