Document Description
The proposed project requires replacing a single transformer and running new wire through existing conduit along Petersburg Court and Spotsylvania Court in the Fredericks Park II area of East Campus Housing. The replacement of the transformer component would involve installation of a new transformer and retention of the existing concrete foundation. Work would require driving vehicles over a curb to three panel locations no farther than 100 feet and may require a crane and/or other heavy equipment close to the site of work. There would be very limited new ground disturbance in the immediate vicinity of the panel locations, which have already undergone initial excavation under a prior permit, and excavated material would be backfilled into the hole.

Reasons for Exemption
Section 15301(b): Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services. Section 15302(c): Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. Section 15304(c), (e), and (f)): Minor Alterations to Land including filling of earth into previously excavated land with material compatible with the natural features of the site; minor temporary use of land having negligible or no permanent effects on the environment; minor trenching and backfilling where the surface is restored. Under CEQA Guidelines section 15061(b)(3), Review for Exemption (14 CCR Sec. 15061(b)(3)), activities are exempt from, and otherwise not subject to, CEQA under the "common sense" exemption where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.
