The University has determined the proposed project is categorically exempt from the California Environmental Quality Act, on a separate and independent basis under: Class 1, Existing Facilities (CEQA Guidelines Section 15301); Class 3, New Construction or Small Structures (CEQA Guidelines Section 15303); and Class 11, Accessory Structures (CEQA Guidelines Section 15311). Under Class 1, the Project is exempt because it would involve minor alterations and maintenance to an existing structure that would result in negligible or no expansion of existing or former use. Under Class 3, the Project is exempt because the proposed sewer lateral improvements and fencing are considered small new equipment, facilities and/or small structures. Under Class 11, the Project includes the temporary placement of minor structures such as the accessible ramps accessory to the existing residence. No exceptions to the exemptions apply pursuant to CEQA Guidelines Section 15300.2.
