Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number EPIMS-MEN-22875-R1C, pursuant to Section 1602 of the Fish and Game Code to Mr. Cassady Mandzik. The project is limited to nine encroachments. Three encroachments are to remediate for unpermitted water diversions and will included removal of any remaining infrastructure. The other six encroachments are to upgrade or decommission existing stream crossings. Work will include some or all the following: excavation, culvert removal, culvert replacement, backfilling, and compaction of fill, recontouring stream bed and banks, and rock armoring as necessary to minimize erosion.

Reasons for Exemption
The project will permit remediation of existing stream crossings, water diversions, involving some minor alterations to land. The authorized work is associated with resolution to a notice of violation for illicit cannabis cultivation activities documented on May 13, 2021. There would be no significant adverse impact on endangered, rare, or threatened species or their habitat pursuant to section 15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
