Document Description
The project would construct a new Library and Student Resource Center (LSRC) at the north entrance of the Gavilan Campus, east of the existing theater, adjacent to parking lot A. The 70,000-square- foot building would house a new shared building resources center, library, student services and academic support spaces, and ancillary building support areas. The shared building resources center would include amenities such as a welcome center, study rooms, flexible program spaces, and information/instructional spaces. The library would provide books, magazines and other reference materials and access to technology along with a variety of open and quiet study spaces. The student services and academic support spaces would support student needs by providing counseling, transfer, admission, financial aid, accessibility, and employment services. The building support areas include, but are not limited to, loading/receiving area, restrooms, telecommunication rooms, mechanical/electrical rooms, and custodial spaces. No new classrooms are proposed. The existing library on-campus would cease to function as the main library. Instead, it would be a possible student support building with no new classrooms. Construction of the LSRC would commence in October 2024 and is expected to finish in July 2026 (22-month construction period). The building would be accessible and occupied in October 2026.

Reasons for Exemption
The proposed project would occur within the existing campus and would not increase student capacity. Per section 15300.2 of the California Environmental Quality Act (CEQA) Guidelines, it has been determined that the project is not located on a hazardous waste site, would not result in a significant impact due to unusual circumstances, damage scenic resources, affect an historic resource, or result in a cumulative impact. For these reasons, the project is exempt from the provisions of CEQA under Section 15314, Minor Additions to Schools, of the CEQA Guidelines.
