Document Description
The Sierra Nevada Conservancy will provide funding to install a vault toilet and informational kiosk at the Lower Carpenter Valley Trailhead. The kiosk will help direct users away from sensitive areas and the restroom facilities will help to further protect the resource values in a more sustainable manner. The proposed project is consistent with a management plan prepared by Truckee Donner Land Trust that includes measures for the protection of sensitive resources.

Reasons for Exemption
The Lower Carpenter Valley Trailhead Improvements Project is categorically exempt from the provisions of CEQA pursuant to State CEQA Guidelines Section 15304 (Class 4). Class 4 is applicable to projects which consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of mature, scenic trees except for forestry and agricultural purposes. The minor alterations to land proposed by the project would include the installation of a vault toilet and informational kiosk at an existing trailhead. SNC has independently reviewed the project and determined that none of the exceptions to the Class 4 categorical exemption apply to the project.
