Document Description
M1W proposes to enter a grant agreement that would fund design and construction of minor alterations to its Regional Wastewater Treatment Plant to process and accept food waste organic material using a pre-processing facility on-site or at the adjacent ReGen (formerly Monterey Regional Waste Management District) landfill and modifications to M1W's anaerobic digesters. Upon operations of the project, it would reduce landfill disposal of food waste, thereby reducing greenhouse gas (primarily, methane) emissions. Additional renewable energy would be produced by M1W’s existing 1.74-megawatt cogeneration facility using the new biogas. Construction will involve earthwork; trenching; installation of subsurface utilities; modification of existing equipment; construction of concrete pads, small structures, and enclosures.

Notice of Exemption

Exempt Status
Categorical Exemption
Type, Section or Code
Cogeneration projects at Existing Facilities 15329
Reasons for Exemption
Entering the grant agreement would not increase the maximum capacity of M1W's cogeneration facility. M1W has completed an environmental checklist and finds that the project will reduce overall local and regional pollutant emissions such that the project would not exceed Monterey Bay Air Resources Board thresholds of significance (i.e., all impacts would be less than significant). According to the equipment manufacturer, odor emissions would be mitigatedThe project will result in negligible or no expansion of use, and a limited amount of new equipment and structures will be constructed. If needed after project design and before accepting food waste, M1W will conduct additional CEQA review to address changes to assumptions.
