Document Description
The Amendment to the 2021 Regional Plan (Amendment) amends the approved 2021 Regional Plan (2021 Plan) to remove the regional road usage charge from the 2021 Plan. The Amendment also refines the financial strategies in the 2021 Plan in order to continue achieving the region’s greenhouse gas emissions target set by the California Air Resources Board without the regional road usage charge. No roadway or transportation network elements of the 2021 Plan are altered or modified by the
Amendment. A Supplemental (SEIR) has been prepared for the Amendment. The SEIR analyzes whether the changes associated with the Amendment would result in new or substantially more significant impacts than what was discussed in the 2021 Plan PEIR, mitigation measures to avoid or reduce any such impacts, and alternatives to the Amendment.
The project location is the San Diego region. The San Diego region is coterminous with San Diego County.
