Document Description
Pavement and maintained shoulders on SR 190 within Death Valley National Park were damaged from washouts due to a summer monsoon rain/flood event on August 5, 2022. Some sections of pavement within the traveled way were completely destroyed and washed away. At several locations the downstream side of the road at washes, or locations with impinging flow, were scoured out and undermined, which compromised the compacted roadway base and subgrade underneath the shoulder. The purpose of this project is to restore the pavement and shoulders of State Route 190 through the project area to pre-flood conditions. District 9 Maintenance forces have regraded the shoulders and backfilled voids with native material until permanent pavement repairs can be made. No grading has occurred beyond the originally maintained shoulders. Locations at which the base and subgrade were weakened to the point that the shoulder is no longer properly supported have shown up now as evidence by wide longitudinal cracks with shoulder and traveled pavement settlement of several inches. Starting the day after the storm event occurred and continuing still, District 9 maintenance forces have been backfilling these eroded locations and extensively grading the shoulders to re-establish the pre storm roadside geometry. Damaged sections of pavement will be removed and disposed of off-site. These sections will be repaved with full depth hot mix asphalt. The new pavement will then be restriped. The project has four proposed staging areas. All staging areas and staging activities (equipment storage, refueling, vehicle maintenance, stockpiles, etc.) will be located over 100’ from any jurisdictional resource in previously disturbed areas. All work and staging will occur within the existing operational right of way with no new construction.
