Document Description
Caltrans District 9 is proposing a pavement repair project on State Route (SR) 395 in Inyo County south of Lone Pine from 1.3 Miles South of Cottonwood Road to 1.2 Mile North of Lubken Canyon Road. The pavement in the project limits is suffering distress. The purpose of the project is to restore the pavement to a serviceable condition. To address the distressed pavement, the proposed project will construct a thin blanket overlay in the south bound lane from post mile (PM) 44.9 to PM 54.5. The work includes placing a thin lift (0.14 foot) of hot mix asphalt from Edge of Pavement (EP) to EP, placing shoulder backing up to 3 feet from the EP, and restriping the new pavement. The work also includes digouts, grinding out areas of failed pavement between 2 - 4 inches in depth. Grinding operations include removing the existing thermoplastic stripe and pavement markings and installing rumble strips. Concrete work may be required to adjust inlets to grade. The work will also include replacing a 325 linear foot section of guardrail at PM 50.85 to meet current standards. The work limits will include the construction signs in addition to the construction area. Construction limits include the area of the overlay construction:

All work will be performed within the existing pavement and shoulder backing with no new construction. No vegetation or dirt will be disturbed outside the existing pavement, shoulder backing, and contractor use areas. All proposed work and contractor staging/use areas are within the exiting disturbed/maintained areas within Caltrans right-of-way.

Reasons for Exemption
All work will be performed within the existing pavement and shoulder backing with no new construction. No vegetation or dirt will be disturbed outside the existing pavement, shoulder backing, and contractor use areas. All proposed work and contractor staging/use areas are within the exiting disturbed/maintained areas within Caltrans right-of-way. With the implementation of avoidance and minimization measures, no known Environmental resources will be impacted.
