Document Description
Caltrans District 9 is proposing a sign replacement project on State Routes 14 and 58 in Kern County and US Route 395 in Kern and Mono Counties. There has been an increase in wrong way driver (WWD) collisions between 2014 and 2019 that has led Caltrans to create a Pilot Project to investigate and proactively implement methods to reduce WWD collisions. The purpose of the proposed project is to reduce WWD collisions. The project proposes to install LED bordered wrong way signs and/or red backed retroreflective pavement markers at one or more of the project locations. Note pavement markers may be installed recessed or surface mounted as dictated by the location. Recessed pavement markers will require pavement grinding.
Work associated with this project will include:
1. Pavement grinding
2. Removal of existing signs replaced with new WWD signage. This will result in very small disturbed areas at each location from removing existing wood sign posts (4”x4”, 4”x6”) and installation of new wood posts up to 4”x6”. Per CT standard plans posts are installed to a depth of approximately 6’ or less.
3. Treated wood waste will be created from the sign post removals.
4. Work will remain within the maintained shoulder.
5. Locations are provided in the attached excel spreadsheet and google earth file. Note there are generally two google earth pins per location.
6. New pedestrian crosswalk delineation and signage will be installed at the Rosemond Blvd location in addition to the WWD countermeasures.
7. At various locations removing existing painted stripe or thermoplastic striping and pavement markings may occur.
8. New painted stripe, thermoplastic stripe or MMA, and pavement markings may occur at various locations as needed.
9. Ramps will be closed while contractor does work.
Staging will occur within existing disturbed areas within the state right of way or possibly in the closed ramp area. Work is anticipated to be completed in one or two days per location.

Reasons for Exemption
All work will be on disturbed areas within Caltrans right-of-way. With incorporation of avoidance and minimization measures the proposed project will not impact any known environmental resources.
