Document Description
The California Department of Corrections and Rehabilitation (CDCR) proposes to design and construct two individual exercise yards (IEYs) adjacent to the Correctional Treatment Center (CTC) at the California State Prison, Corcoran (COR). The IEYs will allow maximum custody Mental Health Crisis Bed (MHCB) patients receiving inpatient mental health treatment at COR to participate in out-of-cell recreation therapy that is consistent with their treatment plan. Constructing the IEYs adjacent to the CTC will provide dedicated yards to maximum custody MHCB patients for outdoor recreation therapy and yard time while maintaining a secure and safe environment for all patients and staff, thus improving upon the orderly operation of the institution. All work shall be in compliance with CDCR Design and Construction Policy Guidelines, Building Codes, American Disability Act, and State Fire Marshal requirements and will occur within a previously disturbed area with no sensitive environmental and/or historically significant resources.

The project is categorically exempt from CEQA under the “Class 1” (14 CCR §15301) exemption per the CEQA Guidelines because the project involves negligible to no expansion of use. The project site is located within a previously disturbed area that is not considered environmentally or historically sensitive. This is one of a class of projects that the Secretary for Resources has found do not have a significant effect on the environment, and therefore is declared to be categorically exempt from the requirement for preparing an environmental document.
