The City of San Diego Development Services Department has reviewed the SCR
and has determined that the proposed modification to the approved Quarry Falls Transportation Mitigation Phasing Plan from the Quarry Falls PEIR, which includes no road connection between the Mission Valley and Serra Mesa Community Planning Areas through Civita (the Without Road Connection Plan), to a Transportation
'Mitigation Phasing Plan· that includes a road connection through Civlta (the With Road Connection Plan Alternative), Is consistent with the general intent, terms and conditions of the approved Site Development Permit No. 183192 and Master Planned Development Permit No. 183183, and that all elements of the With Road
Connection Plan were described and analyzed in the Quarry Falls PEIR and Serra Mesa FEIR.
