the project qualifies for a categorical exemption pursuant to Section 15305, Class 5 (Minor Alterations to Land Use Limitations) of the California Environmental Quality Act (CEQA), in that the proposed project only involves minor changes to reserve but not provide 22 required parking stalls so that said parking area may be temporarily used for outdoor storage. No additional building square footage is proposed and, aside from the outdoor storage activities proposed within the east portion of the property, the use will remain unchanged.
