The project is exempt because it will replace an existing, damaged public structure (landing ramp) and will involve no expansion beyond existing or previous use. Structure replacement will be done to restore the landing ramp, so it meets current standards of public health and safety. The new structure will be located on the same site, within the same footprint and have the same purpose, use, and capacity as the existing landing ramp to be replaced.
