Reasons for Exemption
The activity does not qualify as a project and is covered by the general rule that CEQA applies to projects which have the potential for causing significant effect on the environment. The changes in this ordinance are enacted to mitigate the treats posed to public peace, health, and safety from earthquakes, storms, flooding, high winds, and fire. Therefore, it can be seen with certainty that adoption of this ordinance will not have a significant adverse effect on the environment and is exempt from CEQA.
