Document Description
The California Department of Fish and Wildlife (CDFW) has executed a Lake and Streambed Alteration Agreement number EPIMS-VEN-29887-R5, pursuant to Section 1602 of the Fish and Game Code to the Southern California Edison. The Project is removal of one deteriorated wood pole, 1515289E, the installation of one new wood pole and associated caisson, the replacement of one anchor, and the removal of one pole butt. The caisson is a 10-foot by 36-inch diameter metal column mold that will be installed at the new pole site then filled with pea gravel to anchor the pole. Ground disturbing impacts from excavation and side casting will be limited to an approximately 10-foot radius around the new pole, pole butt, and anchor sites resulting in 7.0 cubic yards of soil disturbance; the equivalent of less than 0.001 acres and approximately 20 linear feet of temporary impacts. Permanent impacts from the installation of the new pole and caisson equals approximately 4.65 cubic yards of soil; equal to approximately 12.6 square feet, and 4 linear feet of impacts to stream bed, bank, channel, and linear extent of the stream. The backfilling of the old pole site will offset permanent impacts. All temporary disturbed areas will be returned to
pre-construction contours.

Reasons for Exemption
Class 1 addresses operation, maintenance, repair, or minor alteration of existing facilities or topographical features. The installation of the replacement pole repairs and maintains existing facilities of an investor or publicly owned utility’s power lines and structures required to provide power to the public. The transfer of the lines to equipment that has been upgraded to meet current safety standards, and the removal of the existing structure, will improve safety, reduce risk of wildfires, and reduce the risk of power outages. The repair, maintenance, and alteration of the existing facility will not cause an expansion in service or use.
