Document Description
Tulare County (County) proposes to replace the existing Road D112 Bridge over the North Branch of the South Branch of the Tule River with a new 36-foot wide structure carrying 12-foot travel lanes and 4-foot shoulders in each direction. The replacement bridge will consist of a four-cell grade-top box culvert with 10-foot wide by 5-foot tall openings. Project improvements would extend approximately 200 feet south to Bridge 46C-0003 and approximately 400 feet north of Bridge 46C-0004. Construction would require removal of the existing structure; therefore, Road D112 would be closed within the Project area for the duration of construction. Detour routes would be provided; however, no improvements along the detour routes are proposed. Temporary construction easements from adjacent private parcels would be necessary to complete the Project; however, no permanent right-of-way would be required in adjacent parcels, and the Project would not encroach into the nearby Union Pacific Railroad right-of-way.

Reasons for Exemption
This action is consistent with Class 2 Section 15302, Replacement or Reconstruction (c), as activities associated with the project will include replacement of existing facilities with negligible or no expansion of capacity. Also, consistent with Section 15300.4, Application by Public Agencies, the County of Tulare Board of Supervisors adopted an exemption. for the construction of the aforementioned facilities per the Tulare County Guidelines for the Implementation of California Environmental Quality Act of 1970, Number 300 Section 111. CATEGORICAL EXEMPTIONS Class 2: Replacement or Reconstruction (e). As such, Sections 15302 andl5300.4 are applicable and appropriate for this project.
