Reasons for Exemption
The project consists of purchasing four parcels constituting 57.8-acres of land. The LWCF acquisition will allow the District to restore wetlands and develop recreational features there by creating a future park. The restoration and park development would occur in the future, separate from this project, and grant funding secured through the LWCF will be used only to purchase the land, not for construction, wetland restoration or any other ground disturbance activities. The project would not result in substantial environmental impacts and there are no other successive projects of the same type or scale planned within the vicinity; no unusual circumstances are anticipated that would cause significant effects to the environment as a result of the project and a management plan for the park has not been prepared. Based on the proposed project described above and pursuant to the California Environmental Quality Act (CEQA), the District has determined that the proposed property purchase meets the criteria for eligibility under Class 16 Categorical Exemption Section 15316 (a) - Transfer of Ownership of Land in Order to Create Parks.
