Reasons for Exemption
The State CEQA Guidelines provide a series of Categorical Exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed replacement of the Elm Trail Water Tank to maintain future water supply to the higher elevations of the District has been determined to have no potential to cause significant adverse effects on the environment and will ensure that the management of water supply to the future service area will be ensured without significant adverse impact on the environment. The Class 2 Categorical Exemption reads Areplacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity of the structure replaced, including but not limited to: (c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.@ The proposed action has been determined to fall within the scope of the Class 2 Exemption. Section 15302(c). Therefore, this proposed action qualifies with a Class 2 Categorical Exemption.
