Document Description
This project will enhance vehicular circulation and traffic safety at the intersection of Avenue 320 and Road 92. It will consist of installing an All-Way Stop, just north of the City of Visalia, CA. This intersection is currently controlled with Stops for north and southbound traffic only. In response to concerns regarding traffic safety, the Tulare County Resource Management Agency (RMA) conducted an investigation. To improve the vehicular circulation and traffic safety at this location, the Traffic Operations Division determined that this intersection meets the requirements of Section 2B.07 Multi-Way Stop Applications of the California Manual on Uniform Traffic Control Devices (CA MUTCD), and is consistent with the California Vehicle Code (CVC), Section 22450(c), which states in part that "a local authority may adopt rules and regulations by ordinance or resolution providing for the placement of a stop sign at any location on a highway under its jurisdiction where the stop sign would enhance traffic safety".

Reasons for Exemption
This activity/project is intended to enhance vehicular circulation and traffic safety, and as noted above, meets the requirements of Section 2B.07 of the CA MUTCD and CVC Section 22450(c). As such, the activity/project is exempt from the California Environmental Quality Act (CEQA) pursuant to (14 Cal Code Regs, §15303). Also, consistent with Section 15300.4, Application by Public Agencies, the County of Tulare Board of Supervisors adopted an exemption for construction of the aforementioned facilities per the Tulare County Guidelines for the Implementation of California Environmental Quality Act of 1970, Section 300 Class 1(c)(7). Therefore, the application of CEQA Section 15303 and Tulare County Guidelines for the Implementation of CEQA of 1970, Section 300 Class 1 (c)(7) are applicable and appropriate for this project.
