The City of San Diego determined that the project would qualify to be categorically exempt from CEQA pursuant to Section 15303, New Construction or Conversion of Small Structures. The exemption allows for construction and location of limited numbers of new, small facilities or structures, including, accessory structures. The project as included in the description of this notice includes the conversion and addition to an existing non-habitable accessory structure into a Companion Unit, and an addition of a detached garage and does not propose a change in density. Additionally, none of the exceptions listed in CEQA Section 15300.2 would apply.
