Reasons for Exemption
The City of Hanford determined the project to be exempt from environmental review pursuant to Section 15301 of the California Environmental Quality Act (CEQA) Guidelines. Section 21080(b)(2) and Section 15269(b) state exemptions for emergency projects that include repairs to publicly owned service facilities essential to public health, safety, and welfare. This project is the replacement of two failed water wells due to subsidence as a result of drought conditions in the Tulare Lake Basin. Both wells provide clean drinking water to residents of the city of Hanford. As a result of these two wells failing, the City of Hanford has been experiencing low water pressure and reduced water production that threatens the availability of clean drinking water to the residents of the City. This project is therefore an emergency, and delays due to environmental review would jeopardize the ability of the City to provide clean drinking water to its residents which is essential to public health, safety, and welfare.
