Document Description
The Drought Relief Funding Agreement and Notice of Availability of Drought Relief Funding will make federal funds available to RD1004, and farmers within RD1004, in exchange for forbearance of Sacramento River water deliveries which various Sacramento River Settlement Contractors (SRSC) are entitled to receive under their Sacramento River Settlement Contracts. Rescheduled water will be used by the U.S. Bureau of Reclamation for fish and wildlife purposes.

Reasons for Exemption
The actions to be taken pursuant the Drought Relief Funding Agreement and Notice of Drought Relief Funding involve the ongoing administration of water resources under the existing authority of the RD1004's settlement contract, consistent with historic practices, and do not constitute a project under the California Environmental Quality Act (CEQA). ((Pub. Resources Code, § 21065; CEQA Guidelines, § 15378(c).) Alternatively, these actions are exempt from CEQA because they fall within the following categorical exemptions: Class 1 (Operation of Existing Facilities) (CEQA Guidelines, § 15301) and Class 4 (Minor Alterations in the Condition of Land, Water and/or Vegetation) (CEQA Guidelines, § 15304) and there is no reasonable possibility that these actions will result in a significant impact due to unusual circumstances.
